Preferential Parking Zone Parking Zone F was approved last night (February 25, 2020) by the City Council (Item 11A) after it was not adopted at the July 2019 council meeting.
At the July 23, 2019 meeting (Item 11A), the City Council considered a resolution to amend Preferential Parking Zone F to include the area generally bounded by Highland Avenue, Ocean Park Boulevard, 11th Street, Glenn Avenue, and the south City limit. One councilmember absence (Kevin McKeown) and two councilmember recusals (Ted Winterer and Gleam Davis) left the Council with a four member quorum. However all four of the remaining councilmembers would have to vote in favor of the resolution. The resolution failed when Terry O’Day, as he always does, voted against.
Last night, the proposed area was split into two zones with Lincoln Boulevard as the dividing line. The areas east and west of Lincoln have distinct characteristics in terms of parking needs and housing types that made it appropriate to consider each area independently. Zone F is on the west (Ocean Park) side of Lincoln and Zone V on the east (Sunset Park) side. The streets included and the recommended parking regulations remain the same as the 2019 proposal.

In Ocean Park the Coastal Zone goes to Lincoln, so Zone F needs Coastal Commission approval.
To implement preferential parking in areas where preferential parking has been pre-approved, residents must submit a petition form with signatures representing two-thirds of residential units in the affected area. Preferential parking will be implemented on a Council-approved block within eight weeks of receiving a qualifying petition.
