The Lincoln Neighborhood Corridor (LiNC) project, which includes median and crosswalk improvements, extends for 17 blocks along Lincoln Boulevard from the I-10 Freeway (including the bridge overpass) to Ozone Avenue - approximately 1.25 miles.
As part of the City’s response to the financial impact of Covid-19, the $2.5 million Phase 1 LiNC funds (all from City resources) allocated in the 2019 Capital Improvement Project (CIP) budget were reallocated back to the CIP budget for use by other CIPs. The LiNC Project is still on the CIP list but currently has no funding specifically allocated to it. For the project to restart, the City Council would have to re-authorize funding for the project.
Interest in the reimagining of Lincoln was stimulated by the relinquishment of the boulevard from the State (Caltrans) to the City of Santa Monica in 2012. The LiNC plan has a $5.4 million total project budget. Construction documents have been prepared and work on Phase 1 was to begin in 2020 and to be completed in 2021. Phase 2 of the LiNC, which consists primarily of pedestrian lighting, was not funded at that time.
